The Prairie Valley School Division (PVSD) has defended its policy of allowing boys in girls’ changing rooms amid protests from parents and discomfort among female students.
In September, a female Grade 7 student from Balgonie Elementary School in Saskatchewan expressed her discomfort to her parent about sharing the girls’ changing room with two gender-confused biological male students. The parent raised the issue through email, but the school suggested the girl “can change in a different room by herself” if she felt uncomfortable.
Unsatisfied with the response, the parent contacted the school principal, the PVSD superintendent, the school board and Saskatchewan Premier Scott Moe. After two weeks of receiving automated replies focused on legal policies and a heated exchange of emails, the parent finally met with the superintendent and a board member.
However, the officials simply reiterated the school’s compliance with the Canadian Charter of Rights and Freedoms, the Canadian Human Rights Act and the Saskatchewan Human Rights Code during the meeting. (Related: Female student RAPED in trans-inclusive restroom at New Mexico school.)
The PVSD even defended its inclusivity policy, which permits students to access changing rooms aligned with their gender identity.
“One important part of creating these safe and welcoming spaces is ensuring our schools operate in a way that respects the human rights, dignity and privacy expectations of all students and their families,” PVSD Director of Education Gord Husband wrote in an email to parents. “We operate according to these documents not only because it is our legal obligation, but also because it is the right thing to do for our students, staff and school communities.”
The matter has caught the attention of provincial leaders.
In a press conference on Oct. 17, Saskatchewan Premier Scott Moe voiced his support for the parents who opposed the policy. Moe also announced that, if reelected on Oct. 28, he would seek to ban transgender students from accessing changing rooms that do not align with their biological sex.
“If we are reelected, I’d be very clear,” Moe told the media on Oct. 17. “There will be a directive that would come from the Minister of Education that would say that biological boys would not be in the change room with biological girls.”
Moe acknowledged that the issue was only recently brought to the forefront after the Balgonie incident but stated it had sparked enough discussion to make the directive a pressing part of his platform. When asked about balancing the rights of transgender students with the privacy concerns of others, Moe expressed his empathy but remained resolute.
“I understand that there are folks that, you know, individuals that will be a biological male but may identify as something different,” he said. “But what about the rights of all of the other girls that are changing in that very changing room? They have rights as well.”
